As part of the Federal Government’s 2026 Fiscal Policy Measures, the Nigeria Customs Service (NCS) has begun implementing a Green Tax Surcharge on certain imported vehicles arriving through the country’s seaports.

The policy took effect on 1 July 2026 and forms part of the government’s broader effort to encourage cleaner transportation while supporting environmental sustainability.

The surcharge applies to imported vehicles based on engine capacity.

Vehicles with engine sizes between 2,000cc and 3,999cc attract a 2% Green Tax, while vehicles with engine capacities of 4,000cc and above attract a 4% surcharge.

Not every imported vehicle is affected.

Electric vehicles, locally assembled vehicles and mass transit buses have been exempted from the policy to encourage cleaner mobility and support public transportation.

The Nigeria Customs Service has also reminded importers, clearing agents and vehicle dealers to ensure that vehicle declarations are made correctly under the appropriate Harmonised System (HS) Codes during customs clearance.

Accurate declarations have become even more important as Customs continues to strengthen digital compliance and revenue collection processes.

Although this policy directly affects vehicle importers, it also reflects a much bigger trend.

Nigeria’s tax reforms are no longer focused only on income taxes.
